As an SCBI-CT user, I want a pipeline that supports the unified manifest. Migrate all features to support the new manifest including pre- and post-validations.

1. Ensure the ingest tasks are fully up to date with SCBI-CT and WCS-CT routes
2. Make modifications to support the unified manifest requirements
3. Ensure the pre-validation steps are fully up to date
4. Ensure the post-validation steps are fully up to date
5. Include the dry-run functionality, stay with external Karaf property for now
6. Convert to XSLT from Velocity (Beth with check and see if any change is needed)

• Do not include S3 download which will be added a separate issue
• Do not include Splunk monitoring and notification which will be added as a separate issue
