As a SCBI-CT user, I want deployment package handling automated. Currently, there is no automation to handle the packages from the time they are deposited in AWS s3://emammalapproved bucket to the time they start ingest by the CT ingest pipelines. I need automation to:

1. Detect when a new, un-ingested deployment package is put into the s3://emammalapproved bucket
2. Copy and ingest the deployment package into SIdora
3. If the deployment package is invalid move the deployment package from s3://emammalapproved to s3://emammalapproved_rejected
4. If the deployment package is succesfully ingested move the deployment package from s3://emammalapproved to s3://emammalapproved_ingested
5. Log the results
