As an MCI user, I need to Mass Spectrometry data with batch upload

1. Develop the requirements for a Mass Spectrometry form and add it to the set of resource types
2. The most common pattern will be to ingest multiple resources each with its own data file and similar metadata
3. After ingest the user will customize a small number of fields in each file's metadata individually
4. The data will be opaque, no viewer.  Any file extension must be permitted

This is a variation of the generic object.  We dropped the batch operations for generic object for a couple of good reasons.  But in this case, there will be no derivative processing of the data file.  If it turns out that the generic metadata form is OK we may be able to use it and add batch processing.  There may be an issue where we warn users about possibly using a better resource type that will be hard to code with the multiple file select to consider.
