On the two overview panes in Sidora, the current buttons that give access to management functions should be changed to use pull-down menus, so that we can include more functions. These menus should be sensitive to policies so functions which a user doesn't have access to show up as grayed-out. There are many new functions that can later be considered, but the move to menus should add a set of "view" functions that let a user with no edit permissions view things like permissions and metadata fields.
