For the CT community, implement post ingestion validation for checking the correct datastreams are created in the Fedora repository based on Concept or Resource type

      As a CT user, I want a post deployment ingestion validation that checks objects in the fedora repository to ensure proper datastreams are created.

      1. Ensure that the Project object has the DC, EAC-CPF, RELS-EXT datastreams created.
      2. Ensure that the Plot object has the DC, FGDC-CTPlot, RELS-EXT datastreams created.
      3. Ensure that the Site object has the DC, MANIFEST, FGDC, RELS-EXT datastreams created.
      4. Ensure that the Image Resource object has the DC, OBJ, TN, RELS-EXT, FITS, MODS datastreams created.
      5. Ensure that the Researcher Observation object has the DC, OBJ, CSV, RELS-EXT datastreams created.
      6. Ensure that the Volunteer Observation object has the DC, OBJ, CSV, RELS-EXT datastreams created. (The Volunteer Observation object is optional in WCS route ingestion process)
      7. Ensure there is a mechanism to send notification to system admin/stakeholders when the validation fails
      8. Ensure there is at least a unit/integration test for the data stream validation logic
