As an administrator, I need the ability to update the resource menu through a graphical user interface, similar to the way I update the concept menu.

Update from 8/18:
Give the ability to add a description, allow the tree to be changed and also give the ability to show "grayed out" items. This pertains to the subtree under "Add Resource"
