As a user, I need to have a comprehensive plan for creating and using Thumbnails. Thumbnails are supported in user interfaces and in the SIservices. Thumbnails are the data that most lends itself to dynamic creation. We need to understand the optimum set of capabilities, determine what needs to be stored in the repository and how to uniformly handle thumbnails where they cannot be derived from the resource content.
