This has been the behavior since I tested a couple of months ago when. I click on the resource in the list to view the metadata to the right and the resource automatically downloads. A resource should not download unless the user specifically chooses Resource, View and Download from the menu options. This can be demonstrated in my 02/25/2015 test project.
