Test Procedure:

(1) In the UI, as an administrator, create a new user
(2) Navigate to the new User root project in the concept tree and select User
(3) View the concept
(4) Press Manage
(5) Observe that there is no POLICY datastream
(6) View the concept again
(7) Add a concept
(8) Press Manage
(9) Observe that there is no POLICY datastream
(10) Log out of administrator or masquerade as a non-admin user
(11) Navigate to a concept in the tree and select it
(12) Add a concept
(13) Log in as an adminstrative user
(14) Navigate to the newly added concept and select it
(15) Press Manage
(16) Observe that there is no POLICY datastream
