As an operator, I want a standalone JMS broker.  The current broker is embedded in ServiceMix that will be removed in a future version of Services.

Make a separate service using Spring Boot (with a Docker build also).  Give it it own repository.  Begin using "Research Computing Integration Services (rc-is)" and stop using SIdora (branding change).
