As a CT user, I want to be able to reload eMammal data via the WI API.  SIdora records the WI correlation IDs in the SIDORA DS when a project, subproject, deployment or data file is uploaded.  These IDs are obsolete when the data is uploaded again because a new ID is created.  The is especially and issue If the data is deleted or partially deleted from WI.  In addition a special case is caused if the parent is deleted.
