As an admin, I don't want EDAN updated in development environments.  We use a header to permit choosing update EDAN in a test configuration or for production.  We should use a property to control this so that actions stay stable when redeploying code.  We also should have a way to avoid sending anything to EDAN if its not needed in a development environment.

Include Bulk as property if needed.
