As an admin, I need revise MCI to use FITS as a pure web service.

It also turns out FITS creation is done in the MCI route.  Given the EXIF issue in derivatives and this additional work, we will continue to install FITS on the SMX host in addition to adding the FITS Docker container to permit gradual switchover.  I am adding two to issues for EXIF and to deal with the MCI implementation rather than do them in this issue.
