Investigate if failed FITS call in SMX logs represents an error.  The HTTP 400 seems to indicate a malformed call.  Its also possible that the file in staging has been cleared by the time the call is executed.  There is no indication that FITS is failing in CT or Derivatives routes.  This happens on attempt 0 and there are no subsequent redeliveries.
