Revise the MCI web service to be standalone

      Revise the MCI web service to be standalone.  The MCI web service is an integration with the Nintex workflow system.  That system was moved to Office 365 and can no longer call the web service endpoint.  As such it will be replaced in the Fall 2020.

      This work pre-stages its removal and permits sidora-services to be maintained until then.
