As an admin, I want RELS-EXT to have a maximum of two versions.  In SIdora, REL-EXT can get very large especially as multiple versions are made.  And it is important that the size remain under the limit that permits it to be inline.  Purge REL-EXT versions down to a maximum of 2 and ensure it is inline if feasible.
