From CTDEV-408 there are missing deployments in the Solr index and in the RI.  And after getting the missing deployments indexed nothing seem to get WB to recognize the existence of the subprojects.  The deployments are ingested correctly.

This is demonstrated in the eMammal space HKK ForestGEO project.  It looks well formed.  After forcing the index the subproject and deployments are listed in Solr and the RI.  The sianct indexing appears to have worked correctly.

So there are multiple issues related to the same events.

1. WB will not show the subtree
2. For some reason the indexing never happened
3. There are may be missing items in the observation file
