As a user. I need the SIanCT Solr index to be event driven.  Using the GSearch update is causing problems.  This work can be coordinated with SID-906 and re-use much of the EDAN/IDS design pattern but populate the SIanCT Solr index instead.

The operations should include Create, Update and Delete.
