As a user, I want a warning message if a file is too large to be downloaded. Set the maximum download size to one that WB production can handle.  For now that can be assumed to be 1GB but testing will be required.

The message should be:

We cannot complete your download via the browser because it is larger than the 1GB we can currently support.  Please contact the system administrator at <sysadmin email> who can download the content and provide it to you by alternate means.  We will increase the permitted download size in a future version.

Reset the maximum upload permitted to be 1GB.
