Remove the SCBI legacy and and WCS from production and deprecate them in development. After consulting with Bill McShea, these routes can be retired.  They should no longer be delivered in production SMX.  The should be retained in the git history so they can be restored if needed, but they should be dropped from the most current version of the source.

Remove the processing directories from SMX in production and and all development servers.
